More than half of the city’s high school students report being sexually active, according to the Centers for Disease Control’s 2013 Youth Risk Behavior Survey.

The good news is that more students are using some kind of birth control. Teen birth rates in the city dropped by a third between 2009 and 2013, the latest year for which figures are available, according to Maryland Department of Health and Mental Hygiene.

The bad news? The rate of 43 teen births per 1,000 girls in Baltimore is still 1.5 times higher than the national rate (26 per 1,000 girls) and twice as high as Maryland’s rate (19 per 1,000).

To much fanfare last year, President Donald Trump ordered his administration to declare a public health emergency over the opioid epidemic. “As Americans, we cannot allow this to continue,” Trump said at the time. “It is time to liberate our communities from this scourge of drug addiction.”

When I’ve asked experts about these approaches, it’s not that any of them are bad. It’s that they fall short. For instance, Leana Wen, the former health commissioner of Baltimore (and soon-to-be president of Planned Parenthood), said that the Support for Patients and Communities Act “is simply tinkering around the edges.”
